The Municipal Council, within its powers, defines the overall Municipal Development Policy, and also adopts and controls the implementation of the Municipal Development Programme.. It also solves problems of local importance, which are not within the exclusive competence of other bodies. The Mayor has the executive power within the Municipality. On November, 4th, 2007 Dipl.eng. Totyu Mladenov was elected Mayor of the Municipality of Vratsa. On August, 3rd, 2009 Mrs. Svetla Krasteva was elected Acting Deputy Mayor of Vratsa Municipality. On ............ Dr. Kostadin Nikiforov Shahov was elected Mayor of the Municipality of Vratsa.
The Vratsa Municipal Council consists of 37 counsellors. Its Chairman is Kostadin Shahov.

- Control Commission on the Legality of the acts of the Municipal Council and Administration’s decrees, Complaints and reports from citizens and Municipal Property

- Commission on Culture, Cultural Heritage and Religion.
- Commission on Territorial Development and Spatial Planning
- Commission on Healthcare and Social Policy
- Commission on Ecology and Environmental Protection
- Commission on Agriculture and Forests
- Commission on Privatization and Post-privatization Control.
